Army April 11, 2013
I AM one of the non-RSM WO1s who is
unfortunate enough to not be issued with
a Sam Browne and is expected to use the
ones in the supply system.
I recently had the honour of
being on the bearer party of Maj-Gen
Cedric Pearson's and Maj-Gen Kevin
Latchford's funerals. Unfortunately we
were given less than 48 hours to get uni-
forms ready and practise drill.
I had to beg, borrow and steal to get
a Sam Browne that fitted me and was
parade ready. The advice I was given
on the supply-system Sam Brownes
was that they would only fit a cadet and
looked like the cadets had worn them
Now I'm not a Greek Adonis nor a
sumo wrestler and expected that the sup-
ply system would be able to cater for my
needs, so can someone provide advice on
how to get a Sam Browne from the sup-
ply system that is of a normal size and
parade ready at short notice?
If I were a digger, I wouldn't be
expected to buy a parade rifle sling or, if
an officer, to buy a sword.
Also, how early are requests needed
for Sam Brownes on Anzac Day?

RSM Ceremonial WO1 David Lehr responds:
THE establishment of Sam Browne Belt
loan pools represent the best method
to manage Army's Sam Browne Belt
requirements. The method in which
members may borrow a Sam Browne
Belt are as follows:
and an extension of up to 30 days may
be made subject to availability and
A long term loan may be made avail-
able for a period in excess of 60 days.
A loan to unit where a requirement
exists that would otherwise inhibit the
member conducting their duties.
The supply system cannot guarantee
parade-ready Sam Browne Belts as this
Trouble fitting in with
Sam Browne loan pools
would require additional storage and
upkeep requirements. However, individu-
als have the option to purchase a Sam
Browne Belt that fits appropriately and
maintain the equipment at their own
RSMs, adjutants and COs are entitled
to raise individual loan demands to their
supporting Joint Logistics Unit (JLU) for
their current positions. The loan period
is 12 months and may be renewed by the
unit for a further 12 months as required.
All other units, both ARA and ARes,
are to request a loan of the applicable
items through their supporting JLU. This
equipment is now only to be worn on
ceremonial parades. These loans are to
be returned to the JLU as soon as pos-
sible after the activity and units are not
permitted to retain any loan equipment
for future use.
Personnel who require a Sam Browne
Belt for Anzac Day 2013 are urged to
contact their local JLU via their chain
of command as soon as possible. This
will allow sufficient time to be fitted as
best as possible and polish the leather to

Replacement costs for items damaged in removals are determined from a range of sources
I HAVE an issue regarding claims
for loss and damages during remov-
als. I understand that Pacman,
Chapter 6, Part 5, paragraphs 6.5.1
and 6.5.2 state that items are not
replaced new for old.
Under which chapter is it stated that
eBay and Gumtree are the approved
resources for Toll to compare our claims
for replacement of items?
Does this mean that Defence will
agree to allowing members to access
these sites or compensate members who
do not have internet access to compare
items that Toll states are the approved
costs for reimbursement?
Furthermore, will members be com-
pensated financially per hour to sit on
eBay to bid on the required items? If
the starting bid on an item is 99 cents,
is that the compensation that can be
expected for a television that when
purchased new the previous day was

The acting director of relocations and hous-
ing, Tony Job, responds:
TOLL advises that it uses various
resources to determine the market value
of a like item. These include but are not
limited to, eBay, Gumtree, Trading Post,
any major retailer website, direct contact
with major retailers, direct contact with
reseller retail outlets and registered valu-
In assessing the amount of compen-
sation for an item, the following factors
are taken into account: age, style, condi-
tion and availability in location.
To clarify, when a compensation
amount is determined having researched
using the above, and in particular eBay,
the value is determined by its "buy now"
price, or what the final closing price
was. The amount of compensation is not
based on an opening or active bid price.
Second, with Gumtree for example,
the value used is the asking price even
though most are advertised ONO (or
nearest offer), which is not taken into
Third, reasonable transportation costs
are also added to the final compensa-
tion depending on the item. Each asses-
sor is required to provide evidence to
the member to support the compensa-
tion amount determined, whether it is
via web links, screen shots, or scanned
screen documents or details of the retail-
er and the salesperson are provided.
As outlined in Pacman 6.5.9 and
Chapter 3 of the Defence Relocation
Guide, all members have access to the
formal dispute and appeals process when
they are dissatisfied with the decision
by Toll in relation to their claim for loss
and damage to their furniture and effects
during a removal.
Big break: Toll uses a range of sources, including eBay and Gumtree, to determine the appropriate
compensation amount for items damaged during a removal.
Ceremonial: A pool of Sam Browne
Belts allows for temporary issuing, but
the condition of the temporary belts is
